The State Duma, during its plenary session, adopted in the third and final reading a law granting student families priority rights to separate housing in dormitories.
According to the adopted law, a priority right is established for students with children or those who have entered into marriage, as defined by the term "student family," to receive separate living quarters in a dormitory. Furthermore, a student's family will be able to reside with them.
According to the bill's author, Artem Metelev, Chairman of the State Duma Committee on Youth Policy, the law introduces a clear procedure for allocating dormitory spaces to student families, including priority rights for families with children. "We proceed from a simple and clear principle: the state must create conditions so that young people can build their lives, combining personal happiness, education, and professional growth," he stated.
According to a survey by the Youth Parliament under the State Duma, 65% of married couples living in dormitories do not have the opportunity to live together. As Artem Metelev noted, "Formally, they can be in the same building, but in reality, they are in different rooms, on different floors, and sometimes even in different blocks."
Olga Petrova, Deputy Minister of Science and Higher Education, emphasized: "Accessibility of information about the availability of family blocks in dormitories is an important condition for implementing support measures for student families. Today, 391 universities provide for the allocation of family rooms in student dormitories. The housing stock amounts to about 6,400 units. Our task is to make student families comfortable. And first of all, they should know what opportunities are available to them, including regarding accommodation in family blocks."
It is worth noting that the dormitories of Volgograd Polytechnic University are also creating conditions for student families with children to live.
